openssl: fix powerpc & arc libatomic dependencies ...

PowerPC CONFIG_ARCH is defined as powerpc, not ppc.  Fix that in the
DEPENDS condition.

Arc needs to be built with libatomic.  Change the OpenSSL configuration
file, and add it to the libatomic DEPENDS condition.
